What is Job Order Contracting

Job Order Contracting (JOC) is a variable term for an indefinite delivery, indefinite quantity (IDIQ) contract for construction services on an on-call basis through negotiated line-item delivery orders (job orders) to include as defined under State of Texas law, minor construction, repair, renovation, alterations, maintenance projects and limited design for architectural and engineering services. Construction tasks are identified and quantified within the specified Unit Cost Book (UCB) for the JOC contract and set to the local City Cost Index (CCI) and contractor coefficient. When these task items are agreed to it becomes a lump sum firm fixed price contract for that negotiated scope of services.

Texas public and governmental entities utilizing cooperative contracts can use the JOC compliance checklist below to see if your project requires a JOC Contract. This checklist acts more as a guideline for agencies that reside outside of the State of Texas and is ultimately the responsibility of the contractor and member agency with the assistance of counsel if necessary to determine whether a cooperative or JOC sale is appropriate for them.
